South Carolina House Speaker Jay Lucas has shared his initial plans on how to improve education in South Carolina.

The bill filed Thursday by the Republican includes a student bill of rights, a 10 percent raise for teachers over two years, school choice for students, requires consolidation of small and poorly performing school districts and includes free college tuition for the children of teachers in the worst-performing schools.

The proposal received praise from Republicans and Democrats and a wide range of others from educators to private business.

But almost everyone also said it was just the beginning of a multi-year process and support could fall away as details emerge.

For his part, Lucas told lawmakers he would hold hearings and seek as much public input as possible.
