South Carolina lawmakers are again introducing legislation to legalize marijuana for treatment of critically ill patients in the state.

Beaufort Republican Tom Davis tells The Associated Press he plans to file the Compassionate Care Act on Tuesday. Republican House Rep. Peter McCoy is sponsoring similar legislation in the House.

Davis tried last year to get approval for the measure, which drew opposition from the law enforcement community. State Law Enforcement Division Chief Mark Keel testified about his concerns that legalizing marijuana in any form could create a ``black market'' for resale and potential abuse.

Davis says his measure is a ``socially conservative'' proposal that helps patients but also includes stiff penalties for recreational use.
