South Carolina lawmakers have sent the state's $8 billion spending plan to Gov. Henry McMaster, but not before a squabble over abortion.

Lieutenant Governor Kevin Bryant issued a statement via Facebook saying he will not ratify the budget as written.

"Life is the most fundamental right given to us by our Creator. Last year, I promised that if the budget failed to protect that right and sent one penny of your taxpayer dollars to abortion providers like Planned Parenthood, then I would not ratify this year’s budget. I will be honoring that promise today."
