Official Press Release from the Oconee County Sheriff's Office:

(Walhalla, SC)---The Oconee County Sheriff’s Office arrested a Westminster man late last week on three counts of Criminal Sexual Conduct with a Minor – Third Degree.

40 year old Andy Jay Kelley was booked into the Oconee County Detention Center at around 11:20am last Friday. 

Kelley received a combined $90,000 surety bond on the three charges.  Kelley was released from the Detention Center last Friday after posting bond.

A deputy from the Uniform Patrol Division was notified by a police officer from the Bellevue Police Department in Nebraska after receiving information of a possible sexual assault that occurred in Oconee County.

The case was turned over to the Criminal Investigations Division. 

Based on evidence that was gathered during the investigation, it was determined that Kelley had sexually assaulted the victim during the late part of 2018 and the early part of 2019 as well as the spring of 2019. 

The incidents occurred inside Oconee County.

The victim was under the age of 16 when the incidents occurred and the incidents occurred inside Oconee County.  The incidents involve only one victim.

The Oconee County Sheriff’s Office is continuing their investigation and in order to preserve the integrity of the investigation and that of the victim, the Sheriff’s Office will not be releasing any further information at this time,

including the approximate age of the victim when the incidents took place or any other information that could potentially identify the victim, including the relationship between the victim and Mr. Kelley.
